Covering Rising Costs - What are the Legal Options?
Across California and the West, the cost of delivering safe, reliable water continues to climb — driven by aging infrastructure, regulatory mandates, supply investments, and inflation. Recovering those costs has grown increasingly complex, as rate increases face tightening legal constraints and public pressure. This one-day workshop examines a full range of legal tools and funding strategies available to water utilities, moving beyond rates to the broader set of pathways policymakers can use to fund operations and capital needs.
Developed in response to member feedback, the program is led by a moderator and panel of attorneys, finance experts, and agency leaders with firsthand experience navigating these issues. The workshop is designed for water utility managers, senior staff and directors, water utility consultants, and other stakeholders seeking a clearer picture of their cost-recovery options.
This workshop is open to UWI members and non-members.
